Nicholas Rocks has worked in varying capacities in the companies since 1970. He is an attorney licensed to practice law in the District of Columbia, Maryland and Virginia. He is also the company’s licensed real estate Broker in the same three jurisdictions, as well as the company’s associate real estate Broker in the state of Delaware. In addition to his duties as President of Allen & Rocks, Inc., who has acted as the Management Agent for each of the communities and projects on which there is a HUD insured loan (a partial list is available here), Mr. Rocks has led the companies in the acquisition and sale of land, and overseeing business structures and tax issues relating to the business.
Samuel Rocks began working for the companies in the early 1970s, after completing his college education, and obtaining an MBA in Real Estate and Urban Development. In addition to his duties as President of Allen & Rocks, Inc., who has acted as the Management Agent for each of the communities and projects on which there is a HUD insured loan (a partial list is available here), Mr. Rocks is the driving force for the companies’ growth in the scope of projects undertaken, and the innovative redevelopment of existing properties to their highest and best use, and guides the companies in matters pertaining to acquisitions and financing of properties.
Michael Rocks joined Rocks Engineering and Allen & Rocks, Inc., full time in 2011, after completing his College Education at the University of Virginia, and obtaining his J.D. at Georgetown University Law Center. He is licensed to practice law in the District of Columbia, Maryland and the Commonwealth of Virginia. He serves as the company’s principal real estate Broker in Delaware, and also serves as the company’s associate real estate Broker in the District of Columbia, Maryland and Virginia. Mr. Rocks directs all new projects, investments and partnerships. Mr. Rocks takes special interest in in zoning, repositioning, commercial leasing, financing and tax planning. He has taken on numerous leadership roles across the Rocks companies in daily operations, financial planning and budgeting, as the company’s Managing Director, and now as President of both Allen and Rocks, Inc., and Rocks Engineering Co.
Roger Brusnahan is a CPA who has served Rocks Engineering Company as both Controller and Chief Financial Officer since 1992. While management of the Accounting and MIS Departments is his primary area of responsibility, he also oversees financial matters pertaining to acquisitions, financing and tax planning, and assists in the daily operation of Rocks Engineering Company and Allen & Rocks, Inc.
Randall Cohen provided outside counsel for Rocks Engineering Company beginning in the early 1990s, and in 1996 joined Rocks Engineering Company as General Counsel. Mr. Cohen has more than twenty four years of experience in the legal fields of real property, corporate law, business transactions, creditors’ rights, commercial litigation, and estates and trusts. As General Counsel, Mr. Cohen provides guidance in legal matters pertaining to acquisitions and financing of properties, leases, corporate and entity documentation, tax planning and employment issues.
Emily Hechter joined Allen & Rocks, Inc. in 2003 after receiving her Bachelor’s degree from the University of Richmond and completing graduate studies at the University of Maryland. She worked in the company’s Accounting department for 16 years under its Chief Financial Officer and Controller working in all areas of accounting, budgeting, financing and financial modeling. Ms. Hechter’s role as Director of Revenue Operations involves overseeing the revenue management of the company’s residential and commercial portfolios, including managing capital improvements, renovation projects, financial planning, budgeting, and personnel management. Additionally, Ms. Hechter actively manages the company’s property and casualty insurance programs, and works closely with the company’s principals on all financing matters.
Robert Turner joined Allen & Rocks, Inc. in 2001. He is responsible for all residential operations for property management including: revenue/expense management, training and education of the Property Management Staff, utility/energy management, purchasing/procurement of materials and supplies, contract management, asset improvement/preservation and capital improvement projects. Mr. Turner manages in excess of 70 property management personnel in Virginia, Maryland and Delaware.
Before joining Allen & Rocks, Inc., Mr. Turner was Director of Operations for for Sawyer Realty Holdings, LLC, where he reported directly to the President and was responsible for all property operations. He previously served as Regional Property Manager for Gates Hudson & Associates and Condominium Management, Inc.
Mr. Turner attended the University of Maryland and obtained a Bachelor Degree in Accounting (1989). He holds the professional designations of Certified Property Manager (CPM®) with The Institute of Real Estate Management, Certified Commercial Investment Member (CCIM) from the CCIM Institute. He has also held numerous leadership roles within the Property Management Association including President, and chairman of numerous committees. He currently holds an active board position with the Maryland Multi-Housing Association and is an active member of the National Apartment Association and the local IREM chapter.
Emma M. Rocks joined Allen & Rocks, Inc in 2012, after receiving her Bachelor’s degrees in Business Administration with a Finance concentration from the University of Vermont. Ms. Rocks began her career in Residential Property management, working both as a Leasing Professional and a Bookkeeper at the Encore at Wheaton Station Apartment complex. Ms. Rocks transitioned to the main office Residential Property Management Team in 2013 and coordinated a major software conversion between the Accounting and Property Management Departments, as the Director of Special Projects. She joined the company’s Accounting department full time to transition hotel management and accounting in house. Her roles overseeing hotels and in property management let to her current role as Director of Commercial properties. As Director of CM, Emma works with our on-site Hotel managers, and oversees Allen and Rocks, Inc.’s managed office buildings and shopping centers. She manages budgeting and financial planning for commercial properties, as well as capital improvements and new tenant build out projects. Ms. Rocks also consults on commercial leasing, and manages current tenant matters and renewals, and is involved with her counterparts throughout the company in financing, repositioning and redevelopment within the existing portfolio.
